For over 28 years, The Waters Consulting Group, Inc. (WCG) has positioned itself as a leader in the crafting and implementation of innovative pay systems for the public sector.  Now with the introduction of The Public Sector’s Guide to Skill-based Pay System Development & Implementation, organizations of all sizes will have the benefit of our years of knowledge, experience and expertise in one concise reference manual.

Rollie O. Waters, the president and founder of WCG, decided to develop a how-to, public sector-focused manual for the development and implementation of skill-based pay.  His vision was to provide not only the techniques for development, but also the required tools for implementation. The manual was developed with multiple examples and templates for implementation and instruction for preparing organizations for the cultural change associated with skill-based pay.
